Doug Grove, Ph.D. has served as the principle investigator for OCDE's Institute for Character Education since its inception. He authored the research design, which includes features unique to educational research such as active consent from parents and a quasi-experimental design. We are measuring changes in students' attitudes, behaviors, and perceptions around three main themes of character education: respect, integrity, and citizenship. We are also measuring teacher efficacy and best practices for character education implementation, and the impact these things have on student learning. Doug has received recognition from both the U.S. Department of Education and character education researchers across the nation for his creation of OCDE's own Institutional Review Board (IRB).

When I first took this job, Doug, who had built a similar assessment center, was able to give me and my staff a number of valuable ideas, suggestions, and sample materials related to services and products that the center could provide to local school districts. Also, when my office needed to establish an Institutional Review Board Doug's knowledge and expertise in this area were paramount to our success in establishing an IRB.

Hargitt Middle School has been fortunate enough to have worked with
Doug the past two years. During this time, our Academic Performance
Index has steadily risen, and we now enjoy a "9" in similar school
ranking, due in no small part to his efforts. Doug has walked through
our classrooms and has observed how teachers present lessons and levels
of student engagement. Then he facilitates staff development sessions
that are on the cutting edge of current research, most in the area of
assessment. Dr. Grove has taught us how to align our curriculum with
the state standards, how to teach those standards, and how to assess
student learning in those areas.
Our teachers are most impressed by the way Dr. Grove got to know our
staff and the climate and culture of our school, and then customized
his presentation to fit our needs. They also enjoy the fact that he
presents subject matter on assessment, data, and student achievement in
a palatable, useful and enjoyable manner. Doug's classroom teaching
experience makes the teachers feel like he is on their team and is
there to help increase student achievement.

CI Associates was very responsive to our needs for an Annual Legislative Report of data for our State Grant porgram.
